A few big victories and a possible career for the title on WWE SmackDown could help him, especially with Wrestlemania 41 on the horizon. That could be the reason he returned as Heel and not as face in the blue brand.

Jacob Fatu can be all gas and without brakes now, but it has ended on the losing side on WWE SmackDown. Bloodline 2.0 member has not been immobilized many times, but has had too many defeats to look like a threat.
Only Sikoa could recover control of his Bloodline to advance in history. A Jacob Fatu and Tama Tonga unleashed could work better by their side, and the three men could work as the same, with Sikoa as the unpacked leader of the group.
Bloodline 2.0 did not achieve enough during his reign. It is time for the creative team to give Sikoa and Fatu some memorable victories.
#2. That all the members of the original Bloodline were Faces would not work so well
Roman Reigns, Sami Zayn, Jimmy and Jey use were all part of the original Bloodline, along with only Sikoa. While the first four have become Face, Sikoa is the only one who has remained faithful to its original character.
That could play in his favor since he is the only one who differs from his former teammates. He has finished working in his shadows, and a spin to Face could have left it on the bench.
On the other hand, working as a first -line Heel at WWE SmackDown, especially with Cody Rhodes, who does not have a real challenger in view before elimination chamber, it could be the best for the business.

The Rock was one of the rumors to return in Royal Rumble and win the fight. Many WWE fans wanted to see him face Cody Rhodes in an individual fight in Wrestlemania 41.
Only Sikoa could prepare American nightmare so that The Final Boss demolishes it. Heel could work with Jacob Fatu to get rid of Jey use and get him out of his fight from 'Mania forever.
The Rock could return to announce that you are doing fans replacing Jey as the Cody Rhodes challenger for the shows shows. It could be revealed that The Final Boss was really twenty steps ahead of all and planned everything with Sikoa as its henchman.
It could be one of the main reasons why only Sikoa has returned as Heel, especially after losing to Roman Reigns in tribal combat.
