Between 50,000 and 62,500 euros per year. They are the salaries with public money that, without a university degree and with a “basic” English level, has been chaining the couple of the current Housing and Transportation Minister of the Community of Madrid, Jorge Rodrigo for years.
Rodrigo's academic and labor career is very different from that of the person responsible for applying the housing policies of Isabel Díaz Ayuso. The counselor, according to his official biography, has a law degree from the Complutense University, Master of Legal Advice of Business from the Pontifical University of Comillas and with various public management programs at the IESE of the University of Navarra (the Opus Dei Business School) and the Comillas-ICADE.
On the other hand, his partner, FT, studied in the 80s an FP, administrative branch, and has an English level of “basic user”, according to the official curriculum of his previous public office in an administration of the Madrid PP. After passing through different companies, his career took a turn ten ago, after conducting a distance of a “protocol assistant” taught by the foundation of the National University of Distance Education (UNED).
It is a title of that entity, “without an official character”, emphasize from UNED, and different from those granted by the Ministry of Education. The latter are valid throughout the national territory and are usually more recognized and valued by companies and public institutions, by meeting quality and rigor standards established by the Government.
The distance course made by FT was 150 hours, taught over 5 and a half months. It had a cost of 650 euros, including academic rates and access to teaching materials. It was a good investment, seen the subsequent results.
After carrying out that course, and after having worked for more than a decade in the accounting area of a private company, FT, which has declined to serve Eldiario.es, went on to perform advice tasks in the cabinet of a Ministry of the Madrid Government, which then presided over the popular Cristina Cifuentes. From there he went to the Madrid City Council, with José Luis Martínez-Almeida as mayor. And from there to the cabinet of another Madrid Ministry, already with Ayuso in the Presidency.
His annual salary there was almost 60,000 euros, according to the information published by the Transparency Portal of the Community of Madrid. More than double the average annual salary in Spain, of 28,049.94 euros, according to the latest data from the National Statistics Institute (INE), 2023.
That year, with Jorge Rodrigo already appointed Housing Counselor of Ayuso, FT came a great professional opportunity: coordinate the mayor's cabinet of an important Madrid municipality. It was a position of free designation (by finger) and with a high level of demand. There he had a salary of more than 62,600 euros gross per year.
But not even five months. “It ceases because something else comes out,” says a spokesman for that session, who states that in that brief period of time there were no complaints about his performance. “I wanted something quieter,” says someone who knows the trajectory of FT the person who succeeded him in that public office has a very different profile: a technical degree, postgraduate studies in two of the main business schools in Spain and four decades of experience in management positions in different public administrations.
That most quiet “” other thing “for FT was its current job in the municipal housing company of Madrid (EMVS), which is 100% owned by the capital of the capital. There, the couple of the regional counselor of the branch has a salary significantly lower than that of their previous position, 49,667.8 euros per year. The level of demand is also much lower. Its place, official sources of the EMVS explain, is “provisional”, with the range of section and level 3 headquarters.
Some sources assure that their position is quite like someone who exercises work of janitor, but “very well paid.” In the salary tables of the EMVS, the position of concierge (the lowest salary scale) is paid with just over 21,500 euros. The level of FT is the fifth highest on a scale of twelve categories.
According to those tables, the average annual salary at the EMVS is around 38,880 euros per year. With about 350 employees, including temporary, it is the largest public housing company in Spain. It is known for the massive sale of social housing that made a vulture fund in 2013, with Ana Botella as mayor.
Another internal source that knows the hiring processes in the EMVs and asks for anonymity atonymous to know the relationship between FT and the Housing Minister: “Now I understand everything.” He explains that he entered there “with shoe” and “with premeditation and alevosía”. Since then, he says, the couple of the Madrid Housing Minister has been surrounded by “a halo of mystery.”
The requirements in the collective agreement to access a level 3 position in the EMVs are: Higher, university degree, middle grade and/or sufficient minimum demonstrated experience of two years. FT would only accredit that experience in its previous jobs. Official EMVS sources indicate that he successfully exceeded a personal interview to access the position.
Before, soon, FT turns three years in that square, the EMVs will have to amortize or cover it definitively, either by internal promotion, either with an external offer that should publish on its website.
In this public company of the City Council, the Popular Cayetana Hernández de la Riva, Councilor President of the District of Salamanca, whose group of the PP presides over Jorge Rodrigo. The Housing Minister has refused to comment on this matter. On the hiring of his partner, “obviously he has had nothing to do,” they say official sources of his Ministry.
History Del PP
Rodrigo, who refuses in Redondo to apply the price controls provided by the State Housing Law for the so -called tensioning areas, has been chaining positions in different PP administrations.
The party even found him accommodation from the capital, in Seville (in the public company of Aussa parking lots, with Juan Ignacio Zoido as mayor) in his toughest moments, for the problems with the justice he faced after resigning in 2012 as manager of Madrid spaces and congresses for the tragedy of Madrid Arena, when five teenagers died at a party the night of the deceased. A facts for which he was accused, although he ended up exonerated.
A few months ago, Rodrigo had to retract for an out -of -tune response in the Madrid Assembly to the deputy of Más Madrid Luisa Escalante: “Do not wear morritos, that I descend!”, He snapped, in a debate on the operation of public transport in the region.
An expression that Escalante looked as “sexist and macho” and “that is not typical of a counselor or this autonomic Parliament.” Rodrigo apologized to his mouth and minimized the facts: “I don't think it was, if you have taken it badly, I apologize.”
Deputy in the Assembly until 2023, since that year Rodrigo is under the orders of Ayuso, a training journalist who has barely worked out of politics and said on occasion that young people “lack culture of effort.” The Madrid president advocates what he calls “Spanish merit“To” face the adventure of living “and” protect yourself at a time where ideology permeates everything. ”
