Lawyers, doctors, jurists, teachers, career officials … The majority of the members of the Valencian government have a higher academic degree. Or at least, they say. In full controversy for the curriculum of those who are in a political first line, and with an exhaustive review of their degrees, which has just been charged to the Central Government Commissioner for the DANA, a substantial part of the Valencian Executive does not have in view key information in transparency. Up to twenty high positions from the Government of Carlos Mazón has not published its academic degree in the Transparency Portal, as marked by the Autonomous Law that regulates the obligations of the high positions of the Executive. The president himself was the subject of controversy when indicating in his social networks that he is a lawyer, although he is not collegiate.
The Law of Transparency and Good Governance, approved in 2017 and modified in 2022, indicates that the high positions must publish “the information related to the functions attributed by reason of their position or function, as well as their professional career, including the graphic reproduction of the academic titles and accreditations of their curriculum”. The norm, recalls its preamble, conceives transparency from an active advertising perspective; That is, it implies the obligation of the administration to disseminate, through web portals, “constantly and truthfully, all public information of relevance without the need for anyone to request it.”
This twenty high positions indicate in their curriculums have academic, university or professional training degrees, but have not attached the certificates that support them. Some have been in the Valencian government for two years, significantly exceeding the margin that gives transparency to publish the information on the portal. Also, among the members of the Consell organization chart there are half a dozen who do not have higher studies or that, if they have not specified what they are. The ambiguity in some curriculums makes doubt in some cases of whether or not those involved have completed their studies.
Consulted by this issue, the regional executive argues that the high positions that are officials of the A Group A – the highest category – lack this advertising obligation, since they have already had to present the academic accreditations to reach the public function. The sources consulted by eldiario.es, knowledgeable of the transparency law, point out that in this case they would have to publish the accreditation that they are officials or enabled national; It is the “main merit of your curriculum” or what proves its capacity. In fact, the case of Commissioner Angel Battle that has resigned from the falsification of the title had several accreditations of his category without any problem. Until the certification of an alleged degree appeared.
The high positions that have not attached their academic degrees as required by the transparency law are:
- Cayetano García, regional secretary of the Presidency. His public curriculum barely has two lines: he has a degree in Economics from the University of Valencia and secretary of the body of officials with national authorization. Nor does it have photography in the institutional profile.
- Susana Fabregat, Delegate of the Consell in Castellón, under the presidency of the Generalitat. She has a degree in Information Sciences and points to the CEU-San Pablo University and the Polytechnic University of Valencia.
- María Luisa Mediavilla, Undersecretary of the First Vice Presidency and Department of Social Services. In his curriculum he only indicates that he is a magistrate. Undersecretaries are usually public officials.
- Davinia Bono, General Director of Equality and the Women's Institute. He is a superior technician in administration and finance. Postgraduate investments and financial advice at Pompeu Fabra University of Barcelona, says its CV.
- Pedro Carceller, general director of Inclusion and Development Cooperation. He is a doctor in Legal Sciences – Law, with outstanding Cum Laude and a master battery. None appears on the transparency portal.
- Barbara Congost, general director of people with disabilities. It has a degree inside the UPV. Zero documents hanging in GVA Oberta.
- Borja Ottobrino, General Director of Socio -Health Infrastructure. It has the degree in civil engineering by the UPV and a master's degree.
- José Vicente Anaya, General Director of Management of the SocioSanitary System and the Valencian Institute for Training, Research and Quality of Social Services. Indicates that he is an university expert in waste from Miguel Hernández University, without specifying if he has a degree. It does not teach it.
- Venancio Aguado, regional secretary for economic and social recovery. He is a diploma in the mountain troops command, belonging to the XL Promotion of the General Military Academy. Nor does it provide any document.
- Miguel Ángel Sánchez, director of the Valencian Institute of Statistics. He is a career officer of the body of professional training teachers. Electromechanical and Superior Technician technician.
- Asunción Perales, General Director of Hospital Assistance. She has a degree in Medicine.
- Miquel Nadal, General Director of Culture. He has a degree in Public Law from the University of Valencia (1985).
- Mª Àngels Ramón-Llin Martínez, General Director of Agricultural and Livestock Production. She has a law degree from the University of Valencia.
- Raúl Mérida, Autonomous Secretary of Environment and Territory. His curriculum is one of the most ambiguous. He points out that it is “naturalistic and environmentalist. Member of the Spanish Association of Environmental Information journalists. Writer, discussors, educator and disseminator. Specialized in the environment, zoology, animal law, veterinary, in the fight against illegal species traffic and in the direction and management of actions and centers for animal protection, the environment, sustainability and conservation of biodiversity”. It does not prove any degree.
- Javier Sendra, Autonomic Secretary of Infrastructure and Transport. In its training, it indicates: “Vocational Training – Administrative Assistant. Master of Senior Management Fundesem”. The master is not hung on the transparency website.
- Montserrat Tello, director of the Cartographic Institute. She is an industrial engineer from the University of Zaragoza.
- Israel Martínez Fernández, general director of Tourism. He is a superior technician in administration and finance. It does not prove anything.
- José Manuel Camarero Benítez, regional secretary of Tourism. He has a degree in Psychology from the University of Valencia. Does not hang the title in GVA Oberta.
The hard core of the President of the Generalitat, Carlos Mazón, also does not have a higher academic degree or completed studies. They are journalists Santiago Lumbreras, precisely Autonomous Secretary of Institutional Relations and Transparency; and José Manuel Cuenca, the chief of cabinet of the president of the Generalitat.
On the sidelines, other high positions have no higher training and explain it in their CV: they are responsible for Interior, Vicente Huet, who has secondary education. Pablo Broseta, regional secretary of representation before the European Union and the Autonomous Communities, which indicates that he has “studies” in law.
