The Deputy Secretary of Organization of the PP of Madrid, Ana Millán, has asked the judge to investigate it for four corruption crimes that archive the cause before carrying out the pending proceedings, including the statement as a witness of her husband. In an extensive writing, Millán's defense challenges the five years of instruction and the reports of the Central Operational Unit (UCO) of the Civil Guard for being, he says, full of “assumptions.”

“This procedure is assuming a real media lynching for my represented, which has been seeing for years, for purely political and demagogic purposes, it has been publicly condemned for non -existent crimes, thereby affecting their honorability and that of his family,” collects the writing of Millán's defense, to which Eldiario.es has had access.

The Court of Instruction number 6 of Navalcarnero charged Ana Millán three years ago before the indications that he hired, as Councilor for Youth of Arroyomolinos, an entrepreneur in exchange for prebendas for her and jobs for her husband and sister. Millán's imputation did not stop his rise in the PP in Madrid and Isabel Díaz Ayuso appointed it number 3 of the party and included it in a prominent position in the 2023 elections.

Obtaining a seat in the Madrid Assembly, of which she is a vice president, motivated the inhibition of the Navalcarnero Judge in the Superior Court of Justice of Madrid, before the Millán that became aforared. At the request of the Prosecutor's Office, the TSJM returned last December the cause to the local court because the magistrate had not issued a reasoned exhibition with the indications against Millán and because there were still proceedings to practice.

The two main proceedings are the statement of Millán's husband and the councilor who replaced her in office and stopped hiring with the companies of Francisco Roselló, also investigated in the case. The businessman hired the husband of former mayor of Arroyomolinos for a Bedel post in a school. In his statement as accused, Millán said that the cash that he entered for years in his accounts, just over 40,000 euros, came from his partner's work in hospitality and nightlife. Roselló also employed Millán's sister, social worker.

In her inhibition car, Judge Lidia Prado Zurdo appreciated indications of the crimes of influence peddling, prevarication, bribery and fraud to the administration. Last September, Prado agreed an extension of six months in the procedure due to the workload suffered by his court. Millán's defense has also challenged that extension.

The first indication that the Civil Guard investigated was the rent of an attic in the Center for Arroyomolinos owned by Millán. The lessee was a company in Roselló, who moved one of his employees away. According to the UCO, the rent was almost twice the market price, which pointed to the businessman to return the favor that the then councilor agreed contracts with one of her companies. Millán and Roselló defended in court that the rent was expensive because it included a right to buy that was never exercised.

Between 2008 and 2016, Francisco Roselló's societies entered a total of 214,638.45 euros to Millán, his sister and her husband, if the income from the attic and the amounts of the contracts to the relatives of the former mayor is added. In the same, Roselló obtained more than 600,000 euros of public contracts from the Department that directed the accused. In the letter presented by the defenses he alleges that Millán's sister “presented all the selection processes of the area”, which was not selected but “called her to work in another part of that company.”

Regarding the 42,650 euros admitted to metallic between 2008 and 2017, Ana Millán said in court that he liked to have that money at home. Millán's lawyer reproaches the Civil Guard to include this fact as an indication when there is no allusion to come from an “illegal activity.” “If I had had a fraudsman in the performance of my sponsor, I would not have made any income, but would have kept it at home or make it managed through third parties or companies,” adds the letter.

“We are in the field of presumption (always against the investigated) to sustain open an instruction that we consider to be concluded due to lack of indications of any type of criminal activity attributable to my principal,” writes the lawyer.

Millán's defense speaks of “political revenge” and resorts that the complaint was not put until 2015, despite circumscribing the facts investigated to the period between 2005 and 2011. Obviously that the origin of the complaint is the change of municipal government after the 2015 elections and the discovery then of emails between Millán and Roselló references to the rental of the attic of the attic corporation.

He also criticizes that proceedings will not be initiated until 2020. The denunciation of citizens alluded to an alleged relationship of Millán with a businessman from the Punic plot, in addition to Roselló. The complex instruction of the corruption case at the regional level motivated Judge Manuel García Castellón not to resolve on those indications up to four years after submitted. Millán's lawyer says that only seven of the nine investigated contracts correspond to his stage as a councilor and that the winning societies already previously worked with the Consistory of Arroyomolinos.
