The president of ERC, Oriol Junqueras, has urged the Government and the Generalitat to “shield” the tax powers of the Agència Tributària de Catalunya (ATC) before the increase in powers that will assume the fruit of the new singular financing model, whose bases will begin to be put next week.

At a press conference this Saturday, Junqueras has warned the socialists that to close the entire support of ERC, “concretions” will be necessary at the meeting between executives, while remarking that the Catalan hacienda cannot be “subordinated” to the state.
In the bilateral commission that will take place at noon at the Palau de la Generalitat, the two parties will announce an agreement to advance the tax management of the IRPF, so that the Generalitat can achieve substantial advances in this matter in 2026.
New measures will also be announced to strengthen the Agència Tributària de Catalunya (ATC), which needs to gain muscle to be able to assume, gradually, the management of the taxes that the State Agency of Tax Administration (AEAT) collects today.
In the absence of knowing the details that will be specified on Monday, the agreed model for the investiture of Illa contemplates that the Generalitat manages, collecting, liquidating and inspecting all taxes supported in Catalonia, determines that solidarity with the rest of the communities must be limited by the principle of ordinality and provides that the Catalan administration will increase substantially its normative capacity in coordination with the State and the EU.
Junqueras has announced that his Congress group will present in the next few days a proposal for legislative modification to ensure that Catalonia can collect and manage all the personal income tax and “also in the future the rest of the taxes”, and has said that then you can see who supports it.
