New data on the relationship of Servinabar 2000, the company shared by the businessman Antxon Alonso and the ex -director of the PSOE Santos Cerdán, with the Government of Navarra in recent years. According to the documentation of the Public Housing Society NASUVINSA to which this newspaper has had access, to the already known awards are added another 13 direct contracts (without contest) for 94,289.01 euros plus VAT for the conglomerate of Acciona and Servinabar 2000, three modifications of two awards to that same UTE to increase the initial value of the tender by 1.44 million euros and an agreement for the Public housing promotion that has the uniqueness that it was explored exclusively with Servinabar 2000, the only operation of all in which this firm operated alone.
Servinabar 2000 is one of the central pieces of corruption research ongoing. The company's administrator is Antxon Alonso, resident in Bizkaia although Guipuzcoan of origin, but Cerdán controlled 45% by virtue of a private contract that the Civil Guard found in a storage room in Alonso's house in Elorrio. Alegure also operated in the same direction, without workers, controlled by 4% by another Basque businessman, Iñaki Alzaga. Servinabar 2000 has obtained six awards from the Government of Navarra in UTE with Actiona – and in a case with constructions OSÉS, the Belate tunnels – while Alevice has a contract by the hand of Actiona. They are about 86 million in total, 104 million with VAT.
One of the awards to Actiona – Servinabar 2000 was the construction of 62 VPO in Erripagaña, a neighborhood of the Pamplona Metropolitan Area divided into four municipal terms. In total, 6.8 million plus VAT managed by the Nasuvinsa entity. Derived from this award published in 2020 – but initiated in 2018 – other eleven extensions 'by finger' have been carried out with the UTE in the successive years. Specifically for the extension of Iberdrola lines, assembly of hardware, rubber stops, another extension for Iberdrola, sinks, balcony separation, gotteron placement, closet closure, elevator repairs, air extractors and glass replacement. One of them, repairs on the balconies, reached 38,000 euros. In addition, that contract was modified twice to increase the initial payment agreed by 910,767.42 euros. In the same day, 424,301.14 euros were paid for “unpredictable causes” and another 486,466.28 euros for a modification not exceeding 10% of the award, always according to official Nasuvinsa information.
Years later, in 2023, Nasuvinsa hired Actiona – Servinabar 2000. There are another 7.8 million (plus VAT) for another 46 homes and, again, in Erripagaña. In 2025, this year, three complementary invoices on these works have been issued. They are two small payments of creation of a closet and installation of vinyl in the garages (about 9,000 euros in total) plus a larger supply of about 72,000 euros for the curtains of the houses. In addition, at the end of February an update of the main contract was agreed worth 529,603.35 euros.
The last bill, that of the curtains, is precisely on June 10. The Government signed a payment with Action and Servinabar 2000 with the UCO of the Civil Guard registering Alonso's house in Elorrio and the company's office in the center of Pamplona. The report that accompanied that payment, to which this newspaper has had access, came to underline that the natural was to make the improvements in the floors with the same company that did the general work for practical issues. This formula does not need a contest, according to foral regulations.
In the coalition government of the socialist María Chivite, in the position since 2019, Nasuvinsa has depended since 2023 on the only counselor of the Coalition Contigo/Zurekin, which was the mark of Podemos, IU, Batzarre and other leftist formations, Begoña Alfaro. Before, from 2019 to 2023, the counselor was from Geroa Bai (the PNV and Socialverdes brand), José María Aierdi, who now directs the Environment portfolio. Aierdi came, precisely, from Nasuvinsa's management in the Legislature from 2015 to 2019, with Uxue Barkos as president.
It was Aierdi who, at the end of 2019, informed the Navarrese Parliament that he wanted to sign an agreement for the promotion of housing with the commercial of Alonso and Cerdán. “Efforts are being carried out to formalize an agreement with the Servinabar 2000 company. The format would be similar to that of the Caja Navarra Banking Foundation and 40 VPO would be built for rent on a plot of Nasuvinsa in Ardoi. The viability study is currently being carried out,” he explained in the Aierdi Chamber. In the case of Caja Navarra that is taken as a reference, the Administration gave him ground and the private entity assumed the works and “at the end of the 30 years” of concession “The land and the building reversed Nasuvinsa”.
At that time, Servinabar 2000 had as its social purpose the “management of services for administrative work such as archives, digitalization and destruction of documents, libraries, charges, surveys, data collection, accountants reading, organization of all kinds of events such as congresses, fairs and exhibitions; and others”, nothing related to real estate promotion. Sources from the Nasuvinsa Directorate of that time need that Alonso was “one more” of the promoters who collaborated with the Executive.
From the current housing area, the situation convinced of the “legality” of all administrative actions face “tranquility.” The first data show that, of a fortnight of protected housing awards, acts and servinabar 2000 were presented to twelve and won more than a quarter of the competitions, one of them with acting alone. In another case, they also agreed for the resignation of the first proposed winner. On those modified, they affect that it is a common practice in each and every one of the public works. All information will be reviewed by a triple filter, as ordered by President Chivite. These awards of Nasuvinsa, as such, are not in the report of the UCO of the Civil Guard.
Servinabar 2000 is from 2015 and a year later an agreement was signed between Alonso and his “friend” Cerdán for which the politician assumed 45% of the business. It was never writing but economically has the same value among partners. Although Alonso denied the role of Cerdán in the company at first -through a statement in the News Group, whose president is his partner Alzaga -, the former socialist director investigated for corruption has admitted Monday that the signature in that document seized by the Civil Guard is his. Of course, he has nuanced that he did it in a context of bad electoral results in which he thought about leaving politics but, after commenting with his wife, never made the operation effective. Judge Leopoldo Puente has not given credibility to this explanation that also came in response to a question of his own lawyer.
