He Alicante City Council has taken a decisive step to reopen the historic Peret kiosk, although from now on under a different name. The municipal Contracting Board incorporated this Wednesday, as a matter of urgency, the classification of the offers submitted to the competition to manage the premises, a procedure that was not initially on the agenda and that brings the process closer to its final resolution.
According to the approved proposal, Hotel Boutique Isla de Tabarca SL, the company managed by the brothers Luis and Juan Carlos Castillohas obtained the highest score, with 90 points out of 100, followed by Sensai Restauración SLU (73.57 points) and Lunetoile Ocio 9 SL (47.52). Everything indicates, therefore, that the Castillo business will be the winner of the new contract for the operation of the kiosk, pending final approval of the award by the local Government Board.
The result of the classification has been determined based on the criteria included in the specifications, which gives a weight of 90% to the fee offered and 10% to the artisanal production of products such as horchata, ice cream and slushiesin order to guarantee the continuity of the traditional character of the establishment. The Alicante-based company presented the highest economic offer, with a fee of more than 4 million euros for the initial period of seven years, a figure that triples the minimum set by the City hallset at 1.2 million. The Castillos' 90 points result exclusively from the economic offer, since they have not added any points derived from the artisanal production of the products, according to technical resolution.
Seven offers
In total, the procedure received seven offers, of which six were accepted after verification of the requirements. In addition to Hotel Boutique Isla de Tabarca, Sensai Restauración and Mundaka Helados (3.2 million), Lunetoile Ocio 9 (2.7 million), Nicolás Romero Vargas UTE (2 million), Café Olé & Friends (1.8 million) and Ondiba (1.2 million) participated. The fee offered by the Castillo company multiplies the minimum amount required by more than three. The general concession will be for seven years, extendable in two additional periods of three years each.
The Councilor for Occupation of Public Roads, Cristina Cutandahighlighted that Alicante is close to recovering an iconic ice cream parlor located in an emblematic space and that is part of the collective history of the city. He has also highlighted that the procedure includes as a mandatory requirement work with artisan products to continue the traditional activity developed there for decades. The specifications incorporate various clauses aimed at preserving the identity of the business, such as the prohibition of installing a kitchen or the obligation to maintain the original appearance.
The municipal document establishes that, if the successful bidder is not a direct manufacturer of horchata, ice cream or slushiesyou must sign a supply contract with a company specialized in artisanal production, proving its continuity and compliance. It also regulates the uses of the immediate surroundings: the terrace is excluded from the contract and must be processed through a special occupation authorization, in accordance with the municipal ordinance. He future manager You will have to restore the existing awning system, property of the City Council, and you will not be able to make any side enclosures or add hanging elements without municipal permission.
Maintenance
The successful bidder will assume the maintenance and conservation of the kioskthe attached facilities and their surroundings, in addition to providing at their own expense the household goods, registration of supplies and the personnel necessary to provide the service.
Although the concession will return the activity to central location of the Esplanadethe new business will not be able to use the name “Peret”, registered as a trademark by the Fuster García family, former owners of the kiosk. For legal reasons of industrial property, the new manager must operate under another commercial name, although maintaining the essence of the traditional Alicante ice cream parlor.
