The proposition of the law to delegate to the Generalitat de Catalunya certain powers in the field of immigration has been aborted in Congress after the deputies of Podemos and one of Compromís have fallen from the block of the investiture. It is a parliamentary setback to PSOE and Junts, the two formations that had agreed the articles, which directly impacts the negotiations between both parties, which before the vote were already in a delicate moment.

Junts is left without a rule that was desired to be able to hang a medal in immigration, in full fight against independence Xenophobic formation Aliança Catalan. The PSOE loses a vote that would have greatly weed the stormy relationship with one of its most difficult partners. However, in neither party they believe that this Thursday will be a definitive reason for rupture.

It can be, on the other hand, an argument for Juns to continue to deny its support for the government in key voting, as it has recently passed in different subjects, such as the reduction of the working day.

The objective of the PSOE is that the parliamentary defeat on Tuesday does not even more clogged those already very complex political relations with the Carles Puigdemont party.

Throughout the parliamentary debate, the Socialists struggled to focus all their criticisms of the Popular Party and avoid entering the substance of immigration management, not even to reject the intervention of Míriam Nogueras, who came to point to immigrants as responsible for the collapse of public services.

The socialist deputy José Zaragoza preferred to focus on the government's commitment to delve into the decentralization of the State to improve the management of issues such as immigration policies. A path that reminded the PP that other governments already traveled such as José María Aznar.

“In our agreement the deployment of the Mossos is not delegated, that was done by the PP, or 30% of the IRPF, that was already done by the PP, José María Aznar did to get the Pujol investiture votes. His hypocrisy has no limits,” Zaragoza reproached.

Now the socialists attend how they will digest those of Puigdemont el Varapalo. No one rules out that the consequence implies an angry reaction of the seven deputies of Junts in Congress that further complicates the future of the legislature. Sensations based on the result of the meeting last week between the Juns dome and that of the PSOE, with José Luis Rodríguez Zapatero at the head.

The Socialists confirm that this encounter with Puigdemont “was not well” and that it did not serve to unlock anything, but only to verify the utopian that is today to have the vows of Junks in Congress for horizons as ambitious as carrying out some general budgets of the State.

The independentistas, meanwhile, are aware that they have not lost the vote on Tuesday because of the PSOE, even by the government members, who have aligned mostly with the yes and have defended the measure from the gallery. However, the failure of a law proposition that for Junts was important certifies, in his view, that negotiation in Switzerland is very difficult for tangible fruits.

This same Tuesday, before parliamentary, the secretary general of Junts, Jordi Turull, has reiterated that during this fall his party will address the continuity of parliamentary support to the government: “Before eating Christmas nougats the decision will be taken.”

The way from the investiture

The Puigdemont party deposited in autumn of 2023 all its electoral hopes in its ability to influence the Government of Pedro Sánchez. They have certainly influenced, although not with the expected results. Amnesty's law, which was a very hard negotiation and in which all parties resigned, has not achieved one of its most ambitious objectives, such as allowing Puigdemont's return.

The Delegation of Immigration Competencies was devised in the Swiss table, in fact as a possible political exit to overcome the bad taste of the mouth left by the blockade of the amnesty law. The finding that the horizon has not been rawing either, especially because of the increasingly widespread sensation among the independentistas that their agreements with the PSOE end up being sterile in practice.

The loss of this vote is also produced in a week especially complicated for Junts, after several surveys have been published, such as The avant -gardewhich confirm a very pronounced ascent of Aliança Catalan at the expense of the electorate of the former convergence. The Xenophobic formation led by Sílvia Orriols is the cause of the progressive hardening of the Junts discourse in matters such as migration or security.

The Junts turn was evidenced on Tuesday, during the plenary, when the spokeswoman for the independence formation, Miriam Nogueras, came to ensure that immigration is a “problem” and spoke in identity terms of the extreme right: “The survival of our identity is not guaranteed,” he said, in reference to migrants who arrive in Catalonia.

The turn has been staged both in Congress and the Parliament and many of its mayors also encourage it in their respective municipalities. But it has not served to prevent Aliança from being placed near doing overtaking to those of Puigdemont.
