The Popular Group, which has an absolute majority in the current legislature in the Andalusian Parliament, has registered a letter expressing its opposition to the constitution of an investigative commission in the Autonomous Chamber in relation to the management of the early cancer detection programs in the Andalusian Health Service (SAS), something that has been requested by both the three left-wing opposition groups jointly – PSOE-A, Por Andalucía and Mixto-Adelante Andalucía – and Vox separately.

Parliamentary sources have confirmed to Europa Press that the PP-A has formalized this Friday a letter of opposition to both initiatives for the constitution of the aforementioned investigation commission within the period provided for this, which was seven days from the publication of these initiatives in the Official Gazette of the Parliament of Andalusia, something that occurred on October 24.

Specifically, the investigation commission requested by the left-wing groups is related to “the management of the early cancer detection system of the Andalusian Health System and its possible political responsibilities”, while that of Vox focuses on “the management of the breast cancer screening program in Andalusia since its implementation, and the waiting lists for diagnostic tests in the Andalusian Health Service (SAS).”

The Parliament's regulations determine in its article 52 that, if “seven days have elapsed from the date of publication” in the bulletin of the Autonomous Chamber of an initiative of that type, “no parliamentary group” expresses “its opposition, the requested commission will be deemed created, of which the Presidency will report to the Plenary Session of the Chamber.”

However, “if any parliamentary group – as in this case has happened with the PP-A – expresses its opposition to the creation of the commission, the Plenary will decide after a debate of the entirety, rejecting its creation if the majority of the members of the Chamber oppose it.”

The spokesperson for the Socialist Group, María Márquez, already warned last Wednesday in a press conference together with her counterparts from Por Andalucía, Inma Nieto, and Adelante Andalucía, José Ignacio García, of the intention of said groups to transfer this initiative to the next Plenary Session of Parliament – scheduled for November 12 and 13 – for debate, in the event that the PP-A presented a written opposition to its constitution.

The spokespersons for the three left-wing groups agreed last Wednesday in said joint appearance before the media in Parliament in making a public call to the PP-A not to present said opposition document, so as to allow and not veto the creation of that investigation commission.

The representatives of the PSOE-A, Por Andalucía and Adelante also warned that the PP-A intended to “cover up” this matter with the presentation of the draft Budget of the autonomous community for 2026 that the Government Council approved this week, and as a sign of protest they were absent from the event in which the Minister of Economy, Finance, European Funds and Social Dialogue, Carolina España, delivered the bill document to the President of Parliament, Jesús Aguirre, so that its parliamentary processing could begin.

The left-wing groups justify the request of this investigation commission in light of the “logical social alarm” that “spreads throughout Andalusia” after “it became known that women enrolled in the breast cancer screening program who do not obtain, after the first mammogram, a conclusive prognosis and, therefore, with suspicion and possibility of suffering from the disease, do not receive any appointment for the mandatory new test, or it is delayed for a long time, seriously compromising their health.”

For its part, Vox considers in the letter requesting an investigation commission that its creation is justified by “the negligence in the breast cancer screening program in Andalusia since its implementation”, and in relation to “the management of waiting lists for diagnostic tests in the Andalusian Health Service (SAS)”, in a way that “responds to an obvious public interest, since both constitute today one of the main problems in Andalusia.”
