The White House has disseminated the 20 points of Donald Trump to end the war in Gaza and define the future of the Palestinian enclave. The document includes a transition government supervised by a Board chaired by Trump himself, “with other members and heads of state to announce”, including “the former British prime minister Tony Blair.

1.- Gaza will be a deradicated and terrorism free zone that will not be a threat to its neighbors.
2.- Gaza will be rebuilt for the benefit of its population, which has already suffered more than enough.
3.- If both parties accept this proposal, the war will end immediately. The Israeli forces will withdraw to the agreed line to prepare the release of hostages. During this time, all military operations will be suspended, including aerial and artillery bombings, and combat lines will remain frozen until the conditions for the complete withdrawal in stages are met.
4.- Within 72 hours since Israel publicly accepts this agreement, all hostages, living and deceased will be returned.
5.- Once all hostages are released, Israel will release 250 prisoners sentenced to life imprisonment, in addition to 1,700 Gazati who were arrested after October 7, 2023, including all women and children arrested in that context. For each Israeli hostage whose remains are returned, Israel will return the remains of 15 inhabitants of Gaza deceased.
6.- Once all hostages have been returned, amnesty will be granted to Hamas members who commit themselves to peaceful coexistence and dismantling their weapons. Hamas members who wish to leave Gaza will be provided with a safe step to reception countries.
7.- After acceptance of this agreement, it will be sent immediately full help to the Gaza Strip. At least, the amounts of aid will be consistent with what is included in the agreement of January 19, 2025 regarding humanitarian aid, including infrastructure rehabilitation (water, electricity, sewerage), rehabilitation of hospitals and bakeries, and entry of the necessary equipment to remove debris and open roads.
8.- The distribution and aid entry in the Gaza Strip will be carried out without interference from the two parties through the United Nations and their agencies, and the Red Crescent, in addition to other international institutions not associated in any way with any of the parties. Rafah's border crossing in both directions will be subject to the same mechanism applied under the agreement of January 19, 2025.
9.- Gaza will be governed by the temporary transitory government of a technocratic and apolitical Palestinian committee, responsible for the daily management of public services and municipalities for the population of Gaza. This Committee will be composed of qualified Palestinians and international experts, under the supervision and control of a new international transition body, the “Peace Board”, which will be directed and chaired by President Donald J. Trump, together with other members and heads of state that will be announced soon, including former Prime Minister Tony Blair. This agency will establish the framework and will be in charge of the financing of the reconstruction of Gaza until the Palestinian authority has completed its reform program, as described in various proposals, including the peace plan of President Trump of 2020 and the Saudi-French proposal, and can safely and effectively recover the control of Gaza. This body will resort to the best international standards to create modern and efficient governance that serves the people of Gaza and favor investment attraction.
10.- A Trump Economic Development Plan will be created to rebuild and energize Gaza, summoning a panel of experts who have contributed to the birth of some of the prosperous modern miraculous cities of the Middle East. Many well -thought investment proposals and interesting development ideas have been prepared by well -intentioned international groups, and will be taken into account to synthesize security and governance frameworks in order to attract and facilitate these investments that will create jobs, opportunities and hope for the future of Gaza.
11.- A special economic zone will be established with preferential tariffs and access rates that will be negotiated with the participating countries.
12.- No one will be forced to leave Gaza, and those who wish to leave will be free to do so and return. We will encourage people to stay and offer them the opportunity to build a better gaza.
13.- Hamas and other factions agree not to play any role in the Gaza government, neither directly nor indirectly, nor in any other way. All military, terrorist and offensive infrastructure, including tunnels and arms production facilities, will be destroyed and will not be rebuilt. A process of demilitarization of Gaza will be carried out under the supervision of independent observers, which will include the permanent uselessness of weapons through an agreed process of dismantling, with the support of a reimbursement and reintegration program internationally financed, all verified by independent observers. The new Gaza will fully commit to building a prosperous economy already coexist peacefully with its neighbors.
14.- Regional partners will offer guarantees to ensure that Hamas and the factions fulfill their obligations and that the new Gaza does not represent a threat to their neighbors or for their people.
15.- The United States will collaborate with Arab and international partners to create a temporary international stabilization force (ISF) that will be deployed immediately in Gaza. The ISF will train and support the Palestinian police forces selected in Gaza, and consult with Jordan and Egypt, which have extensive experience in this field. This force will be the long -term internal security solution. The ISF will collaborate with Israel and Egypt to help protect border areas, along with newly trained Palestinian police forces. It is essential to prevent the entry of ammunition in Gaza and facilitate rapid and safe merchandise flow to reconstruct and revitalize Gaza. The parties will agree on a mechanism to avoid conflicts.
16.- Israel will not occupy or annexed Gaza. As the ISF establish control and stability, the Israel Defense Forces (IDF) will withdraw based on norms, milestones and deadlines linked to the demilitarization that will be agreed between IDF (Iraeli armed forces), ISF, guarantors and the United States, with the aim of achieving a safe gaza that no longer represents a threat to Israel, Egypt or its citizens. In practice, the IDF will progressively deliver the territory of Gaza that occupy the ISF, according to an agreement they will reach with the transition authority, until they completely withdraw from Gaza, except for a presence of security perimeter that will remain until Gaza is properly protected from any resurgent terrorist threat.
17.- In the event that this proposal is delayed or rejected, the above, including the extension of the aid operation, will be carried out in the terrorism free zones that the Israel Defense Forces (FDI) have delivered to the internal security forces (FSI).
18.- An interreligious dialogue process will be established based on the values of tolerance and peaceful coexistence to try to change the mentality and discourse of Palestinians and Israelis, emphasizing the benefits that peace can report.
19.- As the reconstruction of Gaza progresses and the reform program of the Palestinian authority is faithfully carried out, the conditions for a credible route towards self -determination and the creation of a Palestinian State could finally occur, which we recognize as the aspiration of the Palestinian people.
20.- The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon that allows a peaceful and prosperous coexistence.
