“We planted 600 at the meeting, we called Vito Quiles, we wear banners: 'Pedro Sánchez son of a bitch, we want to go home, corrupt unions.' The next day we are everywhere.” This is one of the messages of the Telegram Group 'Enraged Technicians', in which there are more than a thousand officials of the Tax Agency, and that UGT included in a letter of denunciation addressed to the director of the institution, María Soledad Fernández Doctor, registered on July 15 and that has had access Eldiario.es.
The union warns of “an escalation in hate speeches” in this type of forums, in which the ultra tone promoted by the extreme right in other areas has been leaked, as a reaction to the conflict into the conflict in the Tax Agency regarding the mobility of their workers, especially the technicians. To the questions of this newspaper, Workers' Commissions (CCOO) says that in that telegram group of “so striking name” it is called “the hunt for the unionist”, and regrets that some of the technicians “youngest and that are most meaning are aligned with the extreme right.”
For its part, Gestha (The Treasury Technicians Union) points out that UGT has made “a mistake” and has taken out some messages in an independent group “in which this union is not, and we either” and in which a anger is revealed “that is justified.” It is a chat that takes years, and in which the volume of comments is enormous. It is not a forocoches. They are not ultras. There is no political ascription, or any union, ”they affect this organization.” The published does not represent these people, even if they have said it, ”they add.
“The occasional escrache to the director would not be bad,” says one of the participants of the Telegram group. “If some trade unionists rained spittas, and human resources will throw eggs before the meeting, they began to change things,” raises the other 'enraged' technical tone. “The strike will not serve anything. You have to do blood,” says another. “Because we also know them, with names and surnames: AEAT, SIAT, UGT, CCOO and CSIF. Defenders that there are first and second technicians. Leña. The Tax Agency declines to value these messages and also the complaint recorded by UGT, in which you can read these texts on screenshots of the Telegram group and in which the union asks the general director to take disciplinary measures against its authors, although most use pseudonyms.

The conflict over transfers
The singular financing of Catalonia and the alleged muscle that would gain the Agència Tributària of this community if this agreement – implemented by ERC and the PSC to invest on Salvador Illa as president of the Generalitat – continues to move on is one of the aggravating aggravants of the tension that exists in the State Tax Agency (AEAT). The uncertainty about the transfer of officials from one institution, which would block any opportunity to transfer to other destinations, exacerbates a problem that has been dragged for years for other reasons and on which some unions and others have very different positions.
“If in Barcelona we got something when they retained it is because the attachment of the special delegate and company feared for their life. Minimum we were 80 uncles in the halls screaming and pounding the walls,” recalls another message in the telegram group of the 'Enraged Technicians', and that collects the same UGT letter. This official refers to the negotiations a year ago between the unions and the managers of the Tax Agency, in which the tension jumped from the screens and communications and reached its maximum point.
“You have to burst everything,” argues another voice of the 'enraged technicians' in reference to the negotiations that have been in the institution in recent weeks, always with the issue of background mobility – a problem that exists throughout the General State Administration. The crux of the conflict is that some technicians from the Tax Agency, mainly those who have entered after the last oppositions, want to move from Catalonia, Madrid or Balears, where they have begun their career because they are “deficit” destinations (where there are more free places), to other destinations closer to their families or their origins, but they have to wait for years.
For this reason, there are situations in which a technician, after approving a very hard opposition, sees that the salary does not give him to live in the conditions he could wait for the difficulties in accessing a home in Catalonia or Madrid, while remaining away from their provinces of origin, having to spend on trips frequently. These technicians feel that it is an injustice that the agents of the Tax Agency, a range below them, have the right to reserve their place when they promote, blocking possible transfers. At the same time, they consider the inspectors, who are a range above, also privileged because they get greater salary increases throughout their career and whose roof is much higher.
“In that broth of culture of personal problems, the aggressive tone of the messages of the 'enraged technicians' is framed. But while the unions sign agreements to improve mobility through panels (the last one has been agreed these days), they do not provide solutions,” they tell Eldiario.es from SIAT (independent union of the tax agency).
“It is not an official Gestha group, but it is moved by this corporatist union,” they continue. Something in which UGT and CCOO coincide. “Of course, one thing is what they say on social networks, and another to do it in person, which does not happen,” they explain in Siat. “The Tax Agency does not put solutions. It is not up to the circumstances,” they think in CCOO. The truth is that all unions recognize that there are problems with mobility, with the lack of teleworking, that there are imbalances … “but the solution is not in individualistic responses,” they insist on CCOO.
“Among other relevant issues, from Gestha we have been raised since 2007 that there is professional promotion and transfers with broad calls, such as those that were previously had to that date,” argues this technician union. The Tax Agency reached in 2007 an agreement with UGT, Coo, SIAT and CSIF called “Professional and Administrative” that Gestha did not sign.
“From then on, competitions have not been convened (replaced by a panel agreement derived from the previous one), except for inspectors, and the race was paralyzed since the crisis in 2010 and has not been recovered to date,” they conclude in Gestha.
