The Delegation of Migratory Competencies to Catalonia that laid Congress on Tuesday continues to cause reactions and movements. Podemos has defended its vote against the text agreed by Junts and PSOE, but has put the conditions to support it if those two games decide to take it back to the plenary. Ione Belarra's party wants on the one hand that the Government approves an extraordinary regularization of migrants and on the other that the formation of Carles Puigdemont eliminates the racist elements of the proposal of law that was debated yesterday.

The Congress stopped on Tuesday the possibility of starting to process a rule to delegate immigration powers to Catalonia. The text was born as a result of an agreement between PSOE and Junts at the beginning of the legislature and its approval has become an essential step for independentistas when maintaining parliamentary confidence in the government. But the votes of PP, Vox and Podemos, as well as a deputy of Compromís and another of Chunta Aragonesista, both in adding, prevented the law from starting their parliamentary path.

We can believe that the text that both parties registered contains racist elements that cannot ignore and denounce the reasons for the Carles Puigdemont party to present an initiative such as in full competition with the Independence and Xenophobic Party of Silvia Orriols, Catalan Alliance, on the surveys.

“We continue to say the same thing, with Podemos you cannot count to do racist policies,” said the spokesman and secretary of the party's organization, Pablo Fernández, in a press conference in the Courts of Castilla y León. “This was an openly racist law proposition, not only in its exposition of reasons, which contained openly racist expressions,” he explained. The preamble of the law speaks of the need to manage immigration effectively and that institutions make efforts to “avoid possible effects that may represent a risk for coexistence and social cohesion.” It also relates the pressure of public services with the high level of immigrant population in Catalonia.

Precisely about this exhibition of reasons this morning on Spanish Television the Junts spokeswoman in Congress, Míriam Nogueras, who has opened the door to modify it to facilitate negotiations. “I still hope that the people of Podemos give me a single reason that can make you think that this law is racist, because one thing is the preamble that obviously has to change because someone feels more comfortable is changed,” he said in an interview.

But Nogueras has also defended that in the articles of the law there is no “ideological pinch” and that it is strictly a transfer of powers. Something that they do not share in Podemos, where they argue that the points on the increase of agents of the Mossos d'Esquadra validate the ideological raids and the transfer of the foreigners' internment centers guarantees the existence of these “racist prisons”, as Fernández has called them on Wednesday at the press conference.

We can also put another condition to vote in favor of this law, if PSOE and Juns decided to take it again: an extraordinary regularization of migrants. “It is very simple, gentlemen of the PSOE and Juns: that the government approves an extraordinary regularization immediately, that there are papers for all migrants in our country and that they eliminate the racist elements of the exposure of reasons and the articles of the proposal of the law can count on our votes,” said the spokesman of the party. “Racism is not decentralized, is eliminated. And you have to end institutional racism that are validating PSOE and Junts,” he insisted.

At the moment, that regularization of immigrants is stagnant in Congress. It began to process thanks to a popular legislative initiative that promoted several organizations and that brought together more than 600,000 signatures. Junts voted in favor of his taking into consideration but the text has not come forward until now among other aspects due to the difference in criteria between Podemos and Juns to promote it, the two games with the farthest positions in this regard.

Nogueras recalled on Wednesday on Spanish Television that his party voted in favor of taking into consideration of that ILP “because Spanish parties have decided that a regularization has to be done here” and he has complained that Podemos did not do the same with his competence law. “You can have your and what the Catalans are demanding, but they (we can) have decided that no, that mine is mine and if it is not mine is not anyone else,” he reproached.

Podemos has claimed another way to approve that regularization of migrants, the approval of that measure through a royal decree, as they remember that it was done in the past, for example during the governments of José Luis Rodríguez Zapatero. However, although the Executive approved a decree in this regard, the Congress would have to validate it in the following 30 days and for that it would also need the support of the seven deputies of Junts.
